New FIFA regulations for football agents: what does it mean for you?
On October 1, 2023, the new FIFA regulations for football agents (FFAR) came into full effect. These regulations aim to improve transparency and integrity in the football market.
A mandatory license
One of the most important changes is that it is now mandatory to have a FIFA license to work as a football agent. This license can be obtained by passing an exam.
Representation by a license holder
Players are required to be represented by a football agent with a FIFA license. This also applies to underage players, who must complete a special course.
This means that football agents who have not passed the exam are no longer allowed to represent players. There is an exception for football agents who already had a FIFA license before 2015.

Tips for players and clubs
Both players and clubs should be aware that they are working with a football agent who actually has a FIFA license.
Players can also protect themselves by signing a contract with their football agent. This contract should clearly describe the rights and obligations of both parties, as well as the license ID of the football agent.
Clubs can protect themselves by negotiating only with football agents who have obtained a FIFA license and also by requesting the license ID of the football agent.
